PJM Planning Committee Meeting Summary 06/02/26
The PJM Planning Committee (PC) meeting held on June 02, 2026, primarily focused on PJM manual 14H revisions, including IEEE 2800-2022 adoption and expedited interconnection track (EIT). Key points from the meeting are summarized below.
Manual 14H Revision
Adoption of IEEE 2800-2022 for IBRs: Driven by FERC Order 901 and NERC PRC-029 (effective October 1, 2026), PJM presented Phase I revisions to Manual 14H to incorporate requirements from IEEE 2800-2022. The implementation of this phase will be mainly focused on:
- General Definitions
- Voltage and frequency ride-through requirements
- Associated protection-system settings
- Primary frequency response capabilities.
To support these changes, PJM plans to:
- Revise Section 9: Generator Interconnection Requirements, Rights and Obligations
- Add Attachment K: Interconnection Requirements for Inverter-Based Resources (“IBR Interconnection Requirements”) to Manual 14H.
Pertinent to mention that PJM does not intend on adopting Fast Frequency Response (Section 6.2) of the IEEE 2800-2022. The PC endorsed these revisions without objection. PJM is planning to bring these changes into effect on June 22, 2027. This will be followed by MRC first read on July 23 and MRC endorsement by Aug 19, 2026.
Expedited Interconnection Track (EIT)
The PC introduced its new temporary standalone expedited interconnection process designed to address future resource adequacy needs. The EIT process will operate independent of but in parallel with PJM Cycle process. The generators seeking this service must meet specific eligibility requirements, including but not limited to the following:
- Have written support from a Primary Siting Authority to expedite consideration of applicable siting.
- Be able to achieve commercial operation within 36 months.
- Have at least 250 MW of Accredited Unforced Capacity.
PJM filed this proposal with FERC on February 27, 2026, with Docket No. ER26-1563, followed by Limited Answer and Amendment on April 9, 2026. FERC is anticipated to make a ruling on this filing on June 9, 2026. The EIT process is expected to be effective July 31, 2026, after which PJM will accept applications.
Expected timeline of EIT Interconnection Process (approximate):
- Application Review Phase: 60 days
- Study Phase: 180 days
- Final Agreement Negotiation Phase: 60 Days
In addition to minor changes in relevant sections in Manual 14H, Section 16: Expedited Interconnection Track will be newly added.
Transmission and Substation Subcommittee (TSS) Update:
The TSS updated the PC on its ongoing technical coordination activities related to transmission and substation planning issues.
Reliability Compliance Update:
Recent NERC reliability developments focused on emerging large-load challenges were also discussed towards the end of the meeting. Level 3 Essential Action Alert and Risk Mitigation for Emerging Large Loads were discussed.
