ERCOT outlined a set of milestones with clearly defined responsibilities.

Timeline and responsibilities
  • July 10, 2026
    • Deadline for ILLEs to submit all required eligibility materials (dynamic models and studies, forms and attestations)
    • Last day for ERCOT to review and approve LLIS studies under the legacy process  
    • ERCOT may review submissions on a rolling basis and provide feedback regarding additional information needed.
  • July 24, 2026
    • Deadline for TSPs/DSPs to submit complete eligibility packages to ERCOT
    • Only administrative corrections or supplemental information required are allowed after July 10th
    • No new substantive items (financial security, attestations, or commitments)
  • August 7, 2026
    • ERCOT notifies TSPs/DSPs of classification and eligibility results
  • August 7 – August 31, 2026
    • Window if ERCOT has questions about the data, but not to accept new applications. Everything is finalized by August 31st.
    • Only provisional answers until PGR145 receives approval from PUCT
    • No new applications accepted
  • August 31, 2026
    • Incomplete projects are excluded from Batch Zero

All outcomes remain provisional until PUCT approval of PGRR145.

Batch zero eligibility requirements by load type

ERCOT noted that Studied Loads, PCLRs, and WLPUN projects generally have the most extensive technical and documentation requirements.

Submission and Validation Toolkit – Drafts updated

  • Load Information Form (LIF): Central tool to identify eligibility pathway and track submission completeness
  • Attestation templates: Standardized, notarized forms used to certify project readiness, disclosures, and milestones
  • TSP/DSP confirmation templates: Used to verify completeness and eligibility before submission to ERCOT
