ERCOT Batch Zero Readiness Meeting Overview 06/11/26
Schedule and Upcoming Deadlines
  • PUCT approval of PGRR145 expected June 18
  • July 10 is the hard deadline for ILLEs and ERCOT. All materials must be submitted by this date — projects missing the deadline risk being dropped from the batch. Only administrative corrections will be accepted after July 10
  • July 10 is also the last day ERCOT can approve studies under the current PGRR115 process. If ERCOT has not responded to a pending study by that date, it cannot be approved under the legacy process
  • July 24 is the TSP/DSP deadline. After receiving and reviewing the ILLE’s submission, the TSP/DSP must finalize the complete Batch Zero eligibility package and submit it to ERCOT by July 24. The July 10–24 window is strictly for administrative corrections and minor clarifications identified during TSP/DSP review. Concern was voiced over how TSPs will be able to process the application in this short window
ERCOT Batch Zero Readiness Key Resources

Dynamic Model Submissions Each submission must include: the ERCOT Dynamic Working Group Large Load Data Survey, the dynamic model (.dyr file), and any associated supporting documentation. No MQT or cases are required. Note: even if the same information was previously submitted through the LLIS process, it must be resubmitted for Batch Zero to ensure no information is missed.

If no model is submitted, ERCOT will use the previously provided model or assume minimum ride-through capability. Projects that do not submit models by July 10 will be excluded from Batch Zero.

  • Form X and Form W will be posted on the ERCOT market rules page before July 10
  • Financial security refunds timeline inquiries should be directed to PUCT  they will address this in their memo
Batch Zero Process Flow & Updated LIF
  • ERCOT will issue new BZ-#### identifiers to all tracked Large Loads by end of this week. Previous LLIS and RPG numbers will be linked to the new BZ number. BZ numbers are required to complete the LIF and all attestations
  • The Load Information Form has been updated with a new Load Commissioning Plan (LCP) tab and will be avilable for use in the next few days
  • The LIF now captures both an Eligibility Path (determines your submission requirements) and an Entry Path (determines how your load schedule is modeled). Seven Entry Paths are supported:
    1. LLIS Only
    2. RPG Only
    3. RPG + Complete and Valid LLIS
    4. PBRP Only
    5. PBRP + Complete and Valid LLIS
    6. Studied Load / PCLR / WLPUN
    7. Energized / QSA / IVRT

Detailed guidance on LCP calculations by Entry Path is in the presentation. TSP/DSP is responsible for completing the LCP based on the selected Entry Path.
