PJM’s TC2 cluster study process has officially moved into Phase-1 System Impact Studies (SIS), with study work starting on July 7, 2025. Results are expected in late September or early October. For project developers, owners, and stakeholders participating in this cycle, understanding both the study process and new compliance requirements is key to protecting your project’s viability and managing cost exposure.
Critical Change: Updated CEII Model Access Requirements
Under PJM Tariff Section 306.B.4 and PJM Manual 33, access to TC2 Phase-1 study models now requires more than an existing CEII authorization. Even if you or your consultant already have CEII clearance, a new CEII request must be submitted specifically for TC2 models.
- A co-signed NDA from the project owner or client is mandatory.
- Access is granted per project, not generically across all clusters.
- Additionally, the TC2 Phase-1 models are only available in TARA. They are not compatible with PSSE or PowerWorld, so modeling environments must be adjusted accordingly.
This procedural shift adds an extra step but is non-negotiable if you intend to review your project’s risk exposure and potential upgrade responsibilities.
Why the Pre-Result Period Is Crucial
With official Phase-1 results still several months away, this is a key window to prepare:
- Pre-run TCAP (Transmission Constraint Assessment Process) Studies:

- Conduct what-if scenarios using the official results
- Determine whether to stay in queue, modify project scope, or withdraw
