1) Large Load Integration: Large load integration remained the centerpiece of the meeting, with updates on the large load queue, the proposed Batch Study construct (including a potential “Batch Zero” transition), and an emerging set of reliability requirements for End Use Customers / large loads.

2) RTC+B Stabilization and Governance: RTC+B post go-live stabilization and governance continued, including cutover lessons learned, remaining stabilization issues, and a leadership transition for the RTC+B Task Force.

Large Load Developments in ERCOT

Large Load Interconnection Status:

  • Large load queue declined slightly due to project cancellations.
  • Approval to Energize: 8,786 MW.
  • Observed peak consumption:
    • Non-simultaneous: 3,977 MW (Jan 2025).
    • Simultaneous: 3,765 MW (Jan 2025).

Both metrics were slightly lower month-over-month.

Large Load Batch Study Framework

ERCOT reiterated the need to replace individualized studies under PGRR115 with an ongoing Batch Study process, citing inefficiencies caused by outdated assumptions and cascading restudies.

Expected Batch Study outputs:

  1. Supportable load by year for each LLI request.
  2. Transmission upgrades required to serve full requested load.

ERCOT outlined a potential “Batch Zero” transition and categorized existing LLI requests into:

  • No restudy required
  • Restudy in Batch Zero
  • Study in a later batch

ERCOT engaged McKinsey for stakeholder feedback and indicated coordination with PUCT under Project No. 58481, with future revision requests expected.

Large Load Working Group (LLWG) Update
  • Updated studies increased supportable load in one area from ~2,600 MW to ~3,200 MW, partly due to improved modeling of ESR absorption.
  • Ongoing challenges:
    • Dynamic model quality and timeliness
    • Limited vendor capacity
    • Slow RFI responses via TSPs

ERCOT is using the ITIC curve when updated models are unavailable.
