ERCOT’s February RIWG focused on registration deadlines, RIOO and NOGRR245 Implementation, NPRR 1317 Creation of Non-Settled Generator (NSG), and Quarterly Stability Assessment (QSA) milestones.

Here’s the full breakdown of key topics and milestones discussed.

Full Registration Data Requirements

ERCOT stated that the Resource Registration Data must be submitted 120 days prior to the targeted Production Load Date (PLD). EPS Meter Design Proposal must be submitted by the deadline for Resource Registration Data to meet Criteria for ERCOT acceptance.

Prior to the Full Registration call, the following documentation must be complete and consistent with requirements:

  • OEM inverter specification
  • MPT Factory Acceptance Test report
  • Verified POIB number and substation code
  • Marked up one-line diagram including Connectivity Nodes
  • Standard Generation Interconnection Agreement (SGIA)
  • Tie line ownership details

The new NOGRR245 Panels are required to be submitted prior to model inclusion. The Resource should update the FRT, VRT and IEEE 2800-2022 information.

NOGRR245 & Ride-Through Compliance in RIOO

Ride-through requirements are now fully integrated into RIOO.

Following Production Load Date, new change request type will be “Ride_through”. It consists of:

  • FRT Panel
  • VRT Panel
  • IEEE 2800-2022 Panel

Submissions must include supporting OEM documentation, consultant studies, and capability curves. ERCOT’s Generation Reliability Integration (GRI) team must approve ride-through data before Checklist Parts 2 and 3 can be finalized.

ERCOT will implement enhancements to RIOO system to enable Interconnecting Entities (IEs) and Resource Entities (REs) to maintain NOGRR245-related data throughout a Resource’s full lifecycle. ERCOT will collect as much information as possible by 4/30/26.

In addition, NOGRR272 and PGRR121 which establish the Advanced Grid Support (AGS) requirements for ESRs were discussed. It was reiterated that any ESR with an SGIA executed on or after April 1, 2026, will be required to implement AGS functionality.

NPRR 1317 – Creation of Non-Settled Generator (NSG)

NPRR 1317 creates a new category called Non-Settled Generator.

An NSG is a generator larger than 1 MW that is connected to the ERCOT grid but is not registered as a market participant and therefore does not receive settlement payments for any power it exports.

Two classifications apply:

  • NSDG -Non-Settled Distribution Generator
  • NSTG – Non-Settled Transmission Generator

This enhances ERCOT’s visibility into distributed and transmission-connected generation that does not participate in settlement.

AVR Testing – Small Conventional DGRs

ERCOT discussed AVR testing requirements for gas, steam, and nuclear DGRs. During testing, units must ramp from LSL to 25%, 50%, 75%, and 100% of HSL while maintaining unity power factor (0 MVAr at POI). Data must be recorded in 4-second intervals.

New procedure is posted on the Resource Integration website (https://www.ercot.com/services/rq/integration) . A test measurement will be considered a pass if,

  • When the DGR is operating above 30% of its maximum capacity, the MVAr remains within 3.5% of the actual DGR MW output.
  • When the DGR is operating at or below 30% of its maximum capacity, the MVAr remains within 1.3% of the unit’s maximum installed DGR MW rating.

Voltage flicker limits follow IEEE 1453-2015 guidance.

Quarterly Stability Assessment Updates

ERCOT emphasized the QSA milestone requirements outlined in Planning Guide 5.3.5.If a GINR is not included in the applicable QSA cycle, the Initial Synchronization Date shifts automatically to the next quarter.

To be eligible for a given QSA cycle, the Interconnecting Entity must meet all Planning Guide 5.3.5 requirements no later than 45 days before the QSA deadline. These include:

  • Finalized FIS posted in RIOO-IS
  • Submission of PSSE dynamic model and MQT
  • Submission and validation of PSCAD model. PSCAD template is required starting August 1st QSA
  • TSAT model with MQT if the PSSE model uses a UDM

In addition, Planning Guide 6.9 requirements must be satisfied 15–30 days prior to the QSA deadline.

ERCOT currently has three active revision requests:

  • PGRR132 – Updates the Standard Generation Interconnection Agreement (SGIA) requirements.
  • NPRR1272 -Addresses voltage support requirements at Private Use Networks.
  • PGRR124 -Provides an exception for maintenance related modifications for ESRs.
Interconnection Queue Status (January 31, 2026)

ERCOT reported:

  • 2,008 active generation interconnection requests
  • Approximately 450 GW of total queued capacity
    • Solar: 162 GW
    • Wind: 48 GW
    • Gas: 57 GW
    • Battery: 179 GW/375 GWh
    • Other: 4 GW
    • Small Gen- 31 projects Not Model Ready, 50 projects Model Ready
