SPP GIAG Update: IEEE 2800 Phase 2, JTIQ in DISIS, CPP Manual Overhaul, August 20, 2025

The SPP GIAG meeting held on August 20, 2025, focused on several revision requests, emphasizing updates to technical requirements and policy documentation without altering existing procedures. Here is the full overview.

JTIQ Process and IEEE 2800 Phase 2 Updates

A proposal was presented to document the JTIQ process in the DISIS Manual, along with a timeline for approval. Updates on Phase 2 of IEEE 2800 adoption were detailed, including requirements for reactive power range capability, voltage control with damping, and primary frequency response, as well as system strength. Performance recommendations for voltage support, constant power factor, and dynamic response were outlined, citing specific IEEE 2800 clauses. Clarifications were provided regarding voltage control dynamic performance, with proposed targets such as a 250 ms reaction time and 30-second step response.

Redline Revisions

Concerns around the operability of constant power factor control at low power levels were addressed through proposed redline revisions. Additional discussions included applicability of these requirements, functional testing procedures, and stakeholder feedback deadlines. Policy updates also covered capacity calculations, state regulatory considerations, and new attachments under review. A consistent theme was alignment with industry standards while ensuring practical implementation timelines and technical feasibility. 

CPP Manual Reviews and Updates

The CPP Manual is currently undergoing a review and update process, with a focus on revising Section 3. Stakeholders are invited to submit feedback and language edits by emailing [email protected]. Edits should be made using tracked changes in the latest Word version of the manual, and submissions must include comments explaining the proposed changes and the reasoning behind them. Reviewers are encouraged to focus on the accuracy and clarity of the draft language, alignment with existing planning practices or expectations, and identification of any gaps, missing steps, or inconsistencies.

Key changes from the previous version (7250) include updates to interconnection location classifications, separate treatment of planned and unplanned requests, revised dispatch assumptions (including DC dispatch for thermal studies), changes to stability models, and a new policy limiting unplanned restudies to one. The goal is to finalize most content in September 2025, with final reviews scheduled for October and November, followed by endorsements and approvals in December.

Key Milestones and Next Steps

Key milestones include a joint CPPTF-ESWG-TWG language review on September 17, GIAG endorsement on September 25, CPPTF’s final review on November 11, and final approvals from TWG, ESWG, and RTWG in December. MOPC approval is targeted for January 13, 2026.
