PJM TEAC Meeting–April 07, 2026

The PJM Transmission Expansion Advisory Committee (TEAC) convened on April 7, 2026. It mainly focused on interregional planning, generation deactivation updates, supplemental transmission projects, 2026 RTEP assumptions, and reliability analysis updates. Key points from the meeting are presented below:
Interregional Planning Update: The committee provided updates on ongoing interregional planning coordination. Upcoming IPSAC meetings include:
- MISO-PJM IPSAC: June 8, 2026
- PJM/New York & New England IPSAC: May 29, 2026
- Generation Deactivation Update:
- PJM presented Q1 2026 generation deactivation notifications.
- Several generation and battery storage resources across APS, ComEd, Dominion, and other zones have submitted deactivation notices with requested deactivation dates of April 1, 2027.
- Reliability analyses for these deactivations are currently in progress.
- Supplemental Project Updates: Transmission owners presented several supplemental project updates:
- APS Transmission Zone: Scope revision to Carroll–Mount Airy 230 kV rebuild project with updated post-construction ratings; estimated cost of $50M, projected in-service June 2029.
- AEP Transmission Zone: Multiple new customer-service driven load requests in Ohio, including requests ranging from 185 MW to 787 MW, indicating continued significant load growth.
- PPL Transmission Zone: Transformer replacement and infrastructure resiliency needs identified owing to aging equipment, many maintenance events, and potential outage susceptibility.
- ComEd Transmission Zone: Replacement of aging 345 kV oil circuit breakers at LaSalle and Nelson substations due to deteriorating condition, lack of replacement parts, and high maintenance costs.
- PEPCO, PECO, and Dominion Transmission Zones: Additional reliability, equipment replacement, customer service, and operational flexibility projects were presented under the M-3 process.
- 2026 RTEP Assumptions Update:
- The committee reviewed 2026 Regional Transmission Expansion Plan (RTEP) assumptions
- Base case modeling assumptions, base-case development, and initial case review were conducted from November 2025 to March 2026. Baseline studies have been in progress since March 2026 and are expected to continue through June 2026.
- The competitive proposal window expected to open in July 2026 and will close by August/September 2026.
- The proposals will be evaluated from September to November 2026.
- TEAC review and PJM Board approval are expected to be held from October 2026 to February 2027.
