PJM Planning Committee Meeting–May 08, 2026
The PJM Planning Committee (PC) meeting on May 8, 2026, focused on endorsement of PJM manual retirements, revisions, and regulatory updates. Key topics included the adoption of IEEE 2800 for inverter-based resources (IBRs), elimination of “first use” for jurisdictional determination, and termination of New Jersey State Agreement Approach Agreement.
Manual Retirements and Revisions
Manuals 14A and 14E Retirement: Manual 14A (New Services Request Process) and Manual 14E (Upgrade and Transmission Interconnection Requests) are scheduled to retire on June 30, 2026. Their contents have been consolidated into Manual 14H. PJM received endorsements in the PC meeting and will seek endorsements in May 20 MRC meeting.
Manual 14H Revisions:
Elimination of “First Use”: As discussed in the April 07, 2026 PC meeting Manual 14H was revised to align with FERC Docket ER26-5-000 and remove the “first use” concept. Per PC Committee guidance, interconnections at 69 kV and above are treated as FERC-jurisdictional/transmission and will receive a PJM Generation Interconnection Agreement (GIA). Interconnections below 69 kV are presumed state/local-jurisdictional/distribution and will receive a Wholesale Market Participation Agreement (WMPA) through state/local interconnection processes. PJM received endorsements in the PC meeting and will seek further endorsements in the May 20 MRC meeting. Note that these requirements will be effective May 20, 2026.
Replacement Generation Interconnection Service (RGIS): PJM received endorsements on its new expedited process for transferring Capacity Interconnection Rights (CIRs) from deactivating generation resources to replacement resources at the same Point of Interconnection (POI) was introduced. PJM will seek further endorsements in the May 20 MRC meeting.
Manual 14H Update-IEEE 2800 (Phase I): PJM proposed manual 14H update to adopt IEEE 2800 requirements to align with the reliability standards set by FERC. Phase I changes will include the requirements in Sections 4 and 7 of IEEE 2800-2022 and the associated ride-through protection requirements, and primary frequency response (Section 6). The following sections of Manual 14H will be revised as part of Phase I:
- Section 9.15 Requirements for Inverter-Based Resources: This section will be applicable to any new generation, including but not limited to increase in capacity, surplus interconnection service, and replacement generation interconnection service, involving IBRs submitted on or after June 22, 2027. Note that these requirements shall apply to IBRs interconnecting with transmission and sub-transmission systems.
- Attachment K-Interconnection Requirements for Inverter-Based Resources: This attachment details the specific interconnection requirements for IBRs, including each sub-section from IEEE 2800 that will be adopted. The reader is advised to refer to Meeting Materials for further information on the key technical requirements to be adopted by PJM. PJM will seek PC endorsement pertaining to this in June 2 PC meeting and plans to present the first read to MRC on June 24, followed by MRC endorsement on July 23.
- Termination of NJ State Agreement Approach Agreement: The PJM New Jersey Board of Public Utilities (NJBPU) and PJM have reached a mutual agreement to terminate certain baseline projects. PJM filed the Mutual Termination Agreement with FERC on April 23, 2026 and has requested its acceptance by June 23, 2026.
