PJM Planning Committee Summary 04/07/26: Manual 14H Updates, RGIS Process

PJM Planning Committee Meeting–April 07, 2026

The PJM Planning Committee (PC) meeting on April 7, 2026, focused on PJM manual retirements and revisions, regulatory updates, and significant transmission charge resettlements. Key points from the meeting are summarized below.

Manual Retirements and Revisions 

Manuals 14A and 14E Retirement: The committee announced that Manual 14A (New Services Request Process) and Manual 14E (Upgrade and Transmission Interconnection Requests) will be retired effective June 30, 2026. Their contents have been consolidated into Manual 14H. PJM will present the first reads of these in April 22 Markets and Reliability Committee (MRC) and will receive endorsements in May 5 Planning Committee and May 20 MRC meetings. 

Manual 14H Revisions

Elimination of “First Use”: Manual 14H was revised to align with FERC Docket ER26-5-000 and remove the “first use” concept. Per PC Committee guidance, interconnections at 69 kV and above are treated as FERC-jurisdictional/transmission and will receive a PJM Generation Interconnection Agreement (GIA). Interconnections below 69 kV are presumed state/local-jurisdictional/distribution and will receive a Wholesale Market Participation Agreement (WMPA) through state/local interconnection processes. PJM will present the first reads of these in April 22 MRC and will receive endorsements in May 5 PC and May 20 MRC meetings. Note that these requirements will be considered effective after May 20,2026. 

Exception: If the jurisdiction for cost recovery differs from the voltage-level classification, the final agreement type will follow the facility’s rate-recovery jurisdiction rather than voltage. 

Replacement Generation Interconnection Service (RGIS): Effective May 20, 2026, a new expedited process for transferring Capacity Interconnection Rights (CIRs) from deactivating generation resources to replacement resources at the same Point of Interconnection (POI) was introduced. This will allow quick GIA execution of replacement resources and their inclusion into RTEP models. The reader is advised to refer to Section 15 of PJM Manual 14H for detailed requirements of this process. 

Regulatory Updates 

NERC TPL-007 Update: Aimed to establish requirements for Transmission system planned performance during geomagnetic disturbance (GMD) events, the standard applies to Planning Coordinators, Transmission Planners, Transmission Owners, and Generator Owners with facilities that include MPTs having wye-grounded high-voltage windings rated above 200 kV. PJM in its role as Planning Coordinator and Transmission Planner intends to maintain system models and geomagnetically induced current (GIC) system data. To support this effort, PJM Interconnection will request substation, transformer, and other relevant modeling data from Transmission Owners and Generator Owners beginning in Q2 2026. Ahead of the data request, a GMD education session will be held via Webex on April 20 2026 from 1:00–5:00 p.m. 

Large-Scale Resettlements: Following FERC’s March 6, 2026 Order, PJM must recalculate cost responsibility assignments for RTEP projects and correct associated billings, with interest, back to June 18, 2015, within 90 days. PJM is required to collect charges from responsible customers (e.g., load serving entities and merchant transmission owners) to recover costs for transmission facilities included in the RTEP. This is expected to be the largest resettlement in PJM history in terms of the number of affected RTEP projects and the length of the resettlement period.
