PJM IPS 05/26/26 Meeting Summary
The PJM Interconnection Process Subcommittee (IPS) meeting was convened on May 26, 2026. The meeting was brief and provided key updates on interconnection cycle schedule, construction metrics, and system impact studies.
(1.) Cycle Schedule Update
- Transition Cycle 1 (TC1): PJM posted the Phase 3 Retool 2 results on May 15, 2026. The IPS informed that because the amount of underfunded network upgrades ($173233435.67) exceeded the total forfeited readiness deposits, no refunds will be issued. All the necessary agreement adjustments will be coordinated through individual construction engineers.
- Transition Cycle 2 (TC2): Phase II of TC2 remains actively underway, with 278 projects currently under study. The planned publication date of Phase II SIS Reports is June 5, 2026, as the analysis details are currently being finalized in coordination with TOs. The agreement negotiation will start on June 8, 2026 for accelerated projects; DP2 is projected to start on June 8 and last till July 7, 2026. The start date of TC2 Phase III will depend on TC1 GIAs executed or withdrawn. Note that TC2 DP2 elections and modifications will be made in NextGen.
- Cycle 01: Application Review phase is currently underway following the application deadline on April 27, 2026. The review window is anticipated to close on July 27, 2026. As of now, the model posting date is June 26, 2026; however, PJM is currently evaluating the final model posting date with the end date of TC2 DPII; therefore, the model posting date may be moved after July 7, 2026. As of May 15, 2026, PJM had received 829 applications amounting to a total MFO of 297,799 MW; however, the final number of service requests to be studied in this cycle will be made known after all the applications are formally reviewed and approved in NextGen. PJM is currently communicating deficiencies in Applications, and applicants are responsible for reviewing each deficient field in NextGen and addressing all associated comments accordingly.
(2.) Construction Metrics
PJM IPS presented a comprehensive update on construction metrics, where historical and current project status was demonstrated to stakeholders.
- Generation In-Service 2026 (YTD): Detailed comparison of generation put in service since 2026 to 2026 was presented in the meeting. The total MWE for 2022–2026 (YTD) were 3056, 4977, 4785, 3017, and 1815 MWE, respectively. So far, in 2026, gas and solar generation mainly dominated the resource mix (940 and 847 MWE, respectively). Pertinent to mention, 2024 and 2025 were mainly dominated by solar generation (4451 MWE and 2713 MWE, respectively), with gas generation almost negligible (5 and 0 MWE, respectively).
- Construction Project Status: Currently, 265 projects (29169 MWE) are in the stage of engineering procurement, 98 (7531 MWE) have been suspended, 96 (12518 MWE) are under construction, and 25 (3371 MWE) are under construction but partially in service.
- Future Project Status: Close to 7 GW of projects are projected to come online in 2026, with 3.884 GW dominating the mix. More than 10 GW of projects are projected to come online in 2027 as well as 2028, respectively, followed by more than 8 GW in 2028.
(3.) System Impact Study Reports: PJM IPS demonstrated how they plan to organize the TC2 Phase II SIS reports. Two types of SIS reports will be published: Cluster Report and Individual SIS Report. The cluster report covers entire cohort simultaneously, whereas individual SIS report provides specific details for an individual interconnection request. PJM plans to publish an Executive Summary report for each phase to reflect the results of activities that occurred during the phase. TC2 Phase II Executive Summary Report includes:
- List of all New Service Requests, with high-level project details
- Network Upgrades Cost Summary for all new interconnection requests
- System Reinforcements identified from the study
- CIR claims from deactivated generators
Each Individual SIS Report includes:
- Detailed project information of a new Interconnection Request
- Breakdown of TO scope of work and costs
- Load flow, Short Circuit, and Stability Impacts
- Required System Reinforcements including scope of work and allocated costs
- Information regarding Readiness Deposit Requirements.
