MISO PAC Meeting: Key Approvals and Updates
- The PSC and IPWG Charter Management Plans were formally approved.
- FERC accepted MISO’s Queue Cap Proposal on January 31, 2025, setting a cap at 50% of each planning region’s non-coincident summer peak load to better manage interconnection requests.
- MISO plans to release a new GIA portal in summer 2025, designed to improve the application process, milestone tracking, and project visibility.
- A Queue Caps Dashboard is in development to provide real-time queue capacity updates for each region.
Transmission Cost Estimation and Planning Updates: MISO will present the MTEP25 Transmission Cost Estimation Guide at the March 6 Planning Subcommittee meeting, incorporating cost updates and process improvements. Stakeholders are encouraged to submit feedback on MTEP Guiding Principles by March 24, 2025.
MISO-PJM Coordination & Affected System Studies: Redlines to Section 9.3.3 of the MISO-PJM JOA have been finalized, with feedback due by March 7, 2025. Until FERC approval, MISO will provide optional Affected System Study reports for impacted projects.
Interconnection Queue Enhancements: MISO is launching a one-time stakeholder feedback window to verify and update legacy generator interconnection service levels, aiming to resolve discrepancies and improve planning models.
ERAS Proposal and Developer Counterproposal
- The ERAS proposal is advancing with final stakeholder input. Key refinements include stricter site control and COD requirements for eligible projects.
- A developer counterproposal was presented, suggesting:
- Prioritization of existing queue projects over ERAS applicants.
- Stronger entry requirements and withdrawal penalties.
- A ranking system to evaluate project eligibility based on resource adequacy needs.
- The final ERAS package and Tariff redlines will be reviewed at the March 7 PAC meeting, with a FERC filing planned for mid-March.
