The MISO IPWG meeting held on December 3, 2024, focused on updates on Definitive Planning Phase (DPP) 2025 Study Cycle, Pearl Street Suite of Unified Grid Analyses with Renewables (SUGAR), Joint Targeted Interconnection Queue (JTIQ), and MISO’s workplan for Merchant High Voltage Direct Current (MHVDC) connection procedure improvements. Moreover, the leadership (chair and vice chair) for year 2025 were announced.
MISO IPWG Meeting Key Points:
DPP 2025 Cycle Update:
The application portal of MISO is open for new submissions. The applications submitted within the present window will be considered a part of the upcoming 2025 DPP cycle (or subsequent cycles); this is subject to FERC’s approval of MISO Cap filing. The application deadline for the next DPP 2025 cycle is set for Q3 of 2025; the exact date has not been decided. The exact deadline will depend on the DPP 2023 Phase 1 completion and the launch of SUGAR, the new application tool of MISO.
SUGAR Update:
MISO plants to utilize SUGAR software for automating the speeding up the pre-queue and DPP Phase 1 activities. The software is estimated to be used for DPP 2023 Phase 1 in Q1 of 2025. The screening results will be posted in early February 2025. The results will be incorporated into System Impact Study report following MISO attachment X requirements and procedures. SUGAR is expected to be available for use by the end of summer 2025. MISO IPWG shared details on the current process of SUGAR implementation, including details on network update selection and cost estimation. Note that the application will be used only for Phase 1. Phases 2 and 3 will utilize TARA.
JTIQ Update:
FERC issued an order on November 13th approving the MISO/SPP Tariff and JOA revisions for JTIQ. MISO and SPP must submit individual filings to FERC to clean up tariff definitions within 30 days. MISO will seek Board Approval in December 2024.
MHVDC Connection Procedure Update
The IPWG shared their tentative schedule and priorities in various areas of improvement in Attachment GGG of the MISO tariff. The areas of improvement include
- MHVDC Applications–First Tier
- Application Modifications–First Tier
- MHVDC Studies–Second Tier
- Transmission Connection Agreement–Second/Third Tier
- Module B Updates–Third Tier
Key Actions Items and Future Plans:
- MISO requested feedback on Attachment GGG Improvements (PAC-2024-6) by December 17, 2024.
- MISO requested feedback on Network Upgrade Selection Criteria by January 7, 2025.
- MISO plans to create an HVDC business practices manual in the future.
- MISO plans to identify First-Tier target process improvements in MHVDC connection procedure considering stakeholder feedback and provide the next update on Attachment GGG at the January 28, 2025, IPWG meeting.
