The MISO IPWG meeting held on March 4, 2025, covered various updates and discussions concerning the generator interconnection process, system planning, and ongoing initiatives within MISO.
MISO IPWG Key Points and Discussions
MISO-PJM Joint Operating Agreement (JOA) Redlines: One of the key points was the MISO response to stakeholder feedback on the MISO-PJM Joint Operating Agreement (JOA) Redlines. The feedback received supported clarifying the study procedures between MISO and PJM. MISO has requested additional feedback from the Planning Advisory Committee (PAC) with plans for a FERC filing in April 2025, pending PAC feedback.
Generator Interconnection Queue Improvements: MISO announced that the Queue Cap Proposal had been accepted by FERC in January 2025, and the application deadline for the DPP 2025 Cycle is scheduled for Q3 2025. Additionally, MISO unveiled its New Generator Interconnection Application Portal, which is set to launch in the summer of 2025. This portal will provide a more efficient process for generator interconnections, with stakeholder training available.
New Commercial Operations Date (COD) Tracker: MISO introduced its New Commercial Operations Date (COD) Tracker, aimed at providing better visibility into interconnection project timelines. This tool is designed to enhance tracking and improve communication regarding commercial operation dates for projects.
Additional Updates: The meeting also covered updates on the Deactivation and Retirement Requests, with interconnection applications now live on the Generator Interconnection Portal for Replacement and Surplus applications. MISO clarified that revisions to Attachment Y regarding Suspension and Retirement Requests had been accepted by FERC on February 24, 2025.
Commercial Operation Date (COD) Extension Waiver: MISO announced that it does not plan to refile the Commercial Operation Date (COD) Extension Waiver request (denied by FERC in January 2025) but will file Tariff changes related to Initial Commercial Operations Date by the end of March 2025. Additionally, the committee was informed that the DPP 2023 Phase 1 has been delayed until the end of May 2025 due to a backlog, with screening analysis results expected to be posted shortly thereafter.
BPM-015: A key discussion topic was the proposed changes to BPM-015, which is related to the integration of LRTP Tranche 2.1 into the base case for DPP 2023 Cycle. MISO plans to complete these updates before the kickoff of the DPP 2023 Cycle and requested feedback on these changes by March 21, 2025.
SUGAR Implementation: The benchmarking analysis showed significant time savings, and the selection and cost estimation for Network Upgrades were consistent with MISO’s expectations. Moving forward, MISO intends to use SUGAR for Phase 1 and revert to the standard process for Phase 2 and Phase 3.
Additional Pressing Matters: MISO also introduced two new issues to the group. The first was related to verifying and updating the MISO Generator Interconnection Service Workbook, which will address errors in legacy units’ documentation and improve the interconnection process moving forward. Stakeholder feedback will be sought in the April 22, 2025, IPWG meeting, with a final plan to be presented at the June 3, 2025, IPWG meeting.
The second issue introduced was related to GIA Small Generator Insurance Requirements for generators under 5 MW. The current MISO pro forma GIA has been seen as an obstacle for small generator development, and a proposal to amend the language for small generators will be discussed in the April 2025 IPWG meeting.
