Queue Reform Priorities and Interconnection Process Enhancements
At the July 23rd meeting of the Southwest Power Pool’s Generator Interconnection Advisory Group (GIAG), stakeholders continued to advance discussions on queue reform and improvements to the generator interconnection process. With an eye on enhancing efficiency and aligning with FERC Order 2023 implementation, the GIAG reviewed feedback on reform proposals and focused on procedural clarity, cost allocation, and project viability.

- Cluster Study Process Refinements: SPP staff presented updates on how cluster study criteria may evolve to better handle large volumes of interconnection requests. Discussion included refining the entry requirements for cluster participation, limiting speculative projects, and improving study throughput.
- Financial Milestones and Readiness Criteria: Stakeholders debated updated financial milestone structures and timing of deposits, aiming to balance project commitment with developer flexibility. Ideas were exchanged on how to use commercial readiness or site control as meaningful filters earlier in the process.
- Withdrawal Penalties and Cost Allocation: The group reviewed approaches to handling project withdrawals and their impact on cost allocation across the cluster. SPP emphasized the need to minimize cascading effects from speculative or non-viable projects exiting the process.
- Timelines and Alignment with FERC Order 2023: GIAG members discussed how SPP’s reform timeline aligns with federal requirements and implementation milestones. Several members raised the need for clarity around how transition rules would apply to projects already in the queue.
Next Steps:
SPP will continue stakeholder engagement through GIAG and other working groups as reform recommendations are refined and prepared for submission to the Markets and Operations Policy Committee (MOPC) and Board of Directors. Draft Tariff language and process updates are expected to emerge later in 2025.
