Limited model validation was performed on one event showing normal responses, indicating a need for better collaboration with resource entities (REs) and OEMs to validate and improve these models.
  • Frequency Measurement Issues: The frequency signals used for PPC control are affected by millisecond-scale spikes caused by voltage waveform distortions during faults, resulting in erroneous power output adjustments. Filtering these spikes is complicated—filters may suppress false responses but can also delay or distort genuine frequency reactions.
  • Performance Scoring Interactions: ERCOT’s Valteri TRE scoring system calculates performance relative to a pre-disturbance frequency reference derived from samples 2 to 16 seconds before an event. If an LVRT event precedes a frequency event closely, the power output changes during LVRT can contaminate this reference, potentially skewing scores and incentivizing designs that prioritize scoring over operational reliability.

2. High Renewable Generation Day Analysis (June 21, 2025)

  • Renewable Generation Records: ERCOT set a new renewable generation record of 46,966 MW, split roughly between 25,274 MW wind and 21,691 MW solar at the peak around 1 PM.
  • Inertia Distribution: The minimum system inertia on this day was 215 gigawatt-seconds (GWs) at 9:30 AM, well above ERCOT’s critical inertia threshold of 100 GWs. This highlights adequate system inertia despite high renewable penetration.
  • PON Injection & Storage Behavior: Private use network (PON) injection closely tracked system Lambda and net load. PON injection was lower during low-price, minimum net load periods and increased as prices rose during solar ramp down.     • Physical response capability peaked at 13,269 MW during renewable generation peak.
    • No Interconnection Reliability Operating Limit (IROL) exceedances.
    • Net load ramps were moderate relative to historical extremes.

3. Updates on NERC/FERC Standards and Industry Activities

  • FERC Order 901 Implementation:
    Four milestones are underway:
    1. Initial workplan (completed).
    2. Performance standards filing and FERC approval (PRC-028, PRC-030 approved; PRC-029 pending).
