On June 5, 2025, the PJM Transmission Expansion Advisory Committee (TEAC) convened to discuss critical updates and ongoing initiatives aimed at enhancing the regional transmission system’s reliability and efficiency.
1. Progress on 2025 Regional Transmission Expansion Plan (RTEP)
Committee members reviewed the current status of the 2025 RTEP baseline studies. The consensus was that no further major modeling changes or assumption updates would be introduced at this stage. However, corrections to analytical data files will be accepted if they impact system reliability or identified constraints. Additionally, PJM plans a mid-year update to the 2025 RTEP analysis to incorporate any necessary revisions or new inputs that arise after the initial baseline was set.
2. Market Efficiency Modeling Enhancements
The group discussed improvements to the Market Efficiency (ME) simulation for the 2024/25 cycle. Key updates include deploying a new version of the PROMOD modeling software, incorporating proposed solutions from earlier analyses, and refining reactive interface limits. Load forecasts and generator statuses have also been updated to reflect the latest information. These enhancements are designed to resolve previously observed reliability challenges in the 2029 market efficiency simulations.
3. Transmission Project Review and Evaluation
PJM presented findings from evaluations of transmission projects submitted during the 2024 RTEP Window 1. This included a constructability and financial feasibility report assessing third-party proposals and a reliability analysis identifying potential solutions to address grid constraints. These assessments support PJM’s efforts to prioritize projects that provide the most effective improvements to the transmission network.
4. Strategic Planning and Stakeholder Involvement
Looking forward, PJM announced the upcoming opening of a competitive proposal window, scheduled for early June 2025, inviting stakeholders to submit new transmission projects for consideration. The committee also outlined plans for a final proposal evaluation period extending from late 2025 into early 2026, with results to be reviewed by TEAC and subsequently approved by the PJM Board of Managers.
This meeting reaffirmed PJM’s commitment to proactive and collaborative planning, ensuring the transmission system can reliably support evolving load demands and the integration of new generation resources.
