ERCOT RPG Meeting Critical Takeaways – 04/29/25

The April 2025 ERCOT RPG meeting featured a comprehensive set of updates on Electric Infrastructure Review (EIR) projects aimed at addressing growing reliability concerns across Texas’s electric grid. Key discussions focused on high-impact projects proposed by multiple Transmission Service Providers (TSPs) in response to accelerating load growth, particularly in regions driven by oil and gas development, data centers, and large customer interconnections.

Delaware Basin Stage 5 – Oncor vs. WETT Alternative: ERCOT presented the findings of a combined review of two major proposals to address reliability issues in the Delaware Basin. Oncor’s $855.3 million project and WETT’s $871 million alternative both met reliability criteria. However, ERCOT recommended Oncor’s solution based on superior long-term capability, reduced CCN mileage, and overall cost-effectiveness. Despite questions from WETT, ERCOT emphasized the importance of balancing reliability and economic impact.

Hartring to Upland & Benedum Autotransformer Project: This $94 million joint proposal from Oncor and LCRA aims to mitigate thermal and voltage violations caused by oil and gas-driven load growth. Five options were analyzed, with Option 1 emerging as the preferred solution. It met all reliability criteria, offered the highest load-serving capability, and avoided maintenance-related issues, despite higher costs than some alternatives.

Baytown Area Load Addition: CNP’s Baytown project, estimated at $141.65 million, addresses violations tied to a 500 MVA industrial load addition. ERCOT’s analysis identified 13 thermal overloads and multiple voltage issues. Three mitigation options were explored, each involving extensive upgrades across Houston’s transmission network. Final recommendations are expected in Q2.

RELLIS Campus Reliability Project: The Texas A&M System’s proposed $271.5 million project responds to a confirmed 378 MW load increase by 2030. ERCOT’s reliability assessment highlighted low voltage and thermal violations. Options 1, 2, and 4 resolved all identified issues and are under further review for cost and feasibility, with recommendations due later this year.

Aransas Pass to Rincon Rebuild: ERCOT reviewed AEPSC’s $33 million rebuild plan to address post-contingency thermal overloads in San Patricio County. Among three viable options, ERCOT favored Option 1—a 138-kV upgrade of the existing 69-kV line—due to its low cost and minimal CCN mileage. A final EIR report will be posted in May.

Roscoe Area Upgrades: Oncor’s $83 million proposal targets voltage violations in Nolan County. Of the four options reviewed, Options 1 and 4 met reliability standards. Further evaluation is underway, with final recommendations expected by May.

Southern DFW Load Interconnection & Grid Strengthening: This $1.219 billion flagship project addresses a 4,064 MW load surge in the Southern DFW region, driven largely by data centers and crypto facilities. It includes major infrastructure expansions such as new switching stations, transformers, and reactive compensation. ERCOT is conducting extensive feasibility and congestion analyses, with additional updates anticipated.

Southern DFW Independent Review Scope: ERCOT outlined its study methodology for the Southern DFW region using the 2024 RTP and 2029 summer peak data. The review includes load adjustments, new generation modeling, and standard reliability assessments. Final analysis and recommendations are expected in Q3 2025.

Hamilton County Conversion Project: Brazos Electric discussed plans to upgrade its long 69-kV corridor to a 138-kV system, improving voltage stability and accommodating future generation and load interconnections. The $ project spans four counties and is driven by reliability concerns and increased customer interest.

Next Steps

Across all projects, ERCOT will continue independent reviews, perform feasibility and congestion assessments, and present formal recommendations through its governance process. Key projects—including RELLIS, Baytown, and Southern DFW—will move toward final decisions by mid-to-late 2025.
