ERCOT’s preliminary review identified 17 thermal violations in N-1-X contingency scenarios, consistent with Oncor and LCRA’s observations.

Beck–Hamilton County Conversion: Options Evaluated but Fall Short Economically: ERCOT presented three options for this Tier 2 reliability project, ranging from $90M to $150M in estimated cost. Although none met the annual cost-benefit threshold, Options 1 and 2 passed the consumer revenue screen and will undergo further congestion analysis.
Finalized RTP Load Forecast Reflects Adjusted Approach: ERCOT confirmed the use of a Transmission Planning Adjusted Load Forecast, with the following assumptions for the 2025 RTP:
- Contracted loads modeled at 100%
- Officer letter loads reduced to 55.4%, with data centers reduced further to 27.6%
- Transmission-only TSP loads excluded unless accompanied by certification
Importantly, ERCOT clarified these reductions do not apply to third-party forecasts or RPG EIR reviews—only RTP. Initial RTP cases will be posted before the July RPG, with detailed weather zone load forecasts and transmission assumptions to follow.
Planning Forward: RTP Development and Coordination with TSPs
ERCOT confirmed that weather zone-specific cases will not be produced this year, continuing the shift started in 2024 to a single case per study year. However, weather zone-level load data will be presented in July. ERCOT also announced:
- Coordination discussions with TSPs on project development will begin imminently
- The July RPG will present generation assumptions, start case details, and finalized project lists
- Gratitude was expressed to TSPs for their effort in converting large RFI datasets into detailed load files
Leadership Updates in ERCOT Planning: ERCOT formally announced that Jamieson has been promoted to Manager of Transmission Planning, now overseeing RTP development and NERC assessments. Pingyan will lead strategy and economic planning, including long-term studies and protocol development.
