TAC Meeting Summary – March 25, 2026
Author: Basit Mushtaq
Primary Focus Areas
The meeting was largely driven by:
- Revision Requests (PRS + tabled items)
- Large load integration challenges (LLWG + batch study + ride-through)
- Emerging reliability constructs (DRRS, ERS, RTC+B)
- Major ERCOT planning projects (RPG items)
1. PRS Report – Highlights & Outcomes
- NPRR1275 (Firm Fuel Supply Expansion)
- Expands qualifying pipeline definition to include more flexible fuel arrangements.
- Driven by winter reliability concerns and gas-electric coordination gaps.
- NPRR1313 (RMR Standby Cost Adjustment)
- Refines cost recovery structure for RMR units.
- Objective: reduce uplift distortions and align compensation with actual readiness costs.
- NPRR1323 (Urgent – MCPC Capping Fix)
- Corrects unintended removal of real-time price caps from NPRR1290 Phase 2.
- Critical to maintain price formation safeguards.
- Outcome: All approved via common ballot unanimously.
2. Revision Requests Tabled at TAC
- OBDRR055 (Non-Spin Deployment – RTC+B)
- Introduces clearer logic for deployment and recall of Non-Spin reserves under RTC+B.
- Addresses operational ambiguity identified during RTC+B design/testing.
- NOGRR281 (Mitigation Plan Definition)
- Refines mitigation plan requirements tied to congestion/market power mitigation.
- Key discussion: scope, enforceability, and implementation burden.
- Outcome: OBDRR055 → Approved (no opposition)
3. TAC Priority Items
Key discussions included:
- Dispatchable Reliability Reserve Service (DRRS)
- Contract for Capacity (NPRR1315)
- ERS Enhancements
- Large Load Batch Study Process

- Outcome: No votes; items remain under development.
4. Large Load Working Group (LLWG) Update
Focused on developing a standardized framework for large load integration, including modeling, ride-through, and study assumptions.
Outcome: Informational update; no vote.
5. RTC+B Task Force
Discussion on completion of RTC+B implementation and transition to operations.
Outcome: RTCBTF sunset → Approved via common ballot unanimously
6. ERCOT Report– Key Project Decisions
