Encore ProjectPhony Switch Rebuild

Encore’s 345/138 kV switch rebuild project focuses on addressing thermal overload and aging infrastructure in the Dallas-Fort Worth area. The $1.03 billion rebuild aims to improve system stability by upgrading critical infrastructure. Key components of the upgrade include installing new 5000-amp breakers for the 345 kV and 138 kV circuits, a second 750 MVA auto-transformer, and capacitor banks to enhance overall grid reliability. 

Early reliability assessments showed that while there are no major voltage violations, a minor thermal violation was identified under certain contingency scenarios (N-1). This has prompted a review of alternative solutions, with four options being considered. Option 1, which involves the complete rebuild of the Forney switch with the addition of a new transformer, emerged as the preferred solution. Further evaluations will include load assessments, congestion analysis, and sensitivity studies to refine the recommendations. The final decision on the project is expected by December 2024. 

Baytown Area Load Addition Project

CenterPoint Energy (CNP) presented its plan for a major transmission upgrade in the Baytown area, with a new 138 kV substation designed to support a 500 MW load by January 2028. This project is essential for serving a new blue hydrogen production plant, which is expected to drive significant demand growth in the region. Three potential options were evaluated, with Option 3—which involves looping the new substation into Cedar Bayou 138 kV transmission line existing 138 kV transmission lines—emerging as the most effective solution. 

The preferred solution resolves thermal loading and voltage issues by upgrading existing transmission lines Cedar Bayou 138 kV transmission line and substations Cedar Bayou Substation, and a new 138 kV substation as well as installing new capacitor banks at Cedar Bayou to address voltage concerns. The total estimated project cost for the Baytown area load addition is $141 million. ERCOT is currently conducting an independent review to ensure the project meets all reliability standards. The study will assess generator dispatch consistency and the impacts of potential contingency scenarios (outages) on overall system performance. Further reliability assessments and feasibility evaluations will continue, with final recommendations due in December 2024. 

Long-Term Grid Planning and 765kV Infrastructure 

Strategic Grid Planning and 765kV Analysis: ERCOT is undergoing a comprehensive long-term grid planning effort to ensure that the state’s transmission system is capable of handling future load growth, particularly in high-demand regions like the Permian Basin and eastern Texas. A primary focus is on the development of the 765 kV transmission infrastructure, which would help address potential grid congestion and system overloads caused by rising energy demand. 

A detailed cost-benefit analysis of the 765 kV core plan was presented, showing how it would reduce the need for upgrades to lower voltage lines (345 kV, 138 kV, 69 kV). Specifically, the 765 kV plan could reduce the need for over 1,000 miles of 345 kV upgrades and minimize the need for new right-of-way (ROW) construction. This infrastructure plan aims to optimize grid reliability without incurring excessive costs and while minimizing environmental impacts. 

This new transmission infrastructure is designed to meet growing energy demands through 2030, ensuring grid stability while avoiding new system congestion. Further analysis will continue through 2025, focusing on the economic feasibility of large-scale grid expansion, as well as addressing the impacts of data center load growth, which is increasingly affecting the ERCOT grid. 

Routing Considerations and Data Center Impact: As part of the ongoing grid analysis, ERCOT has considered the impacts of large data centers on the transmission system. While these centers are contributing to significant load increases, detailed modeling and routing adjustments will be made to ensure that new transmission lines are cost-effective and strategically placed to avoid unnecessary congestion. ERCOT is focused on evaluating the proximity of new transmission lines to existing switching stations and adjusting routes to ensure that grid reliability is maintained without sacrificing cost efficiency. 

Key Next Steps and Milestones 

The discussion highlighted the importance of comprehensive studies and reliability assessments to ensure the long-term sustainability of Texas’ transmission network. The next steps include: 

  • Ongoing evaluations of the various transmission upgrades, including load-serving capabilities, congestion analysis, and sensitivity testing to refine the solutions regarding the Baytown Area Load Addition Project. 
  • Final recommendations for all presented projects, including the Encore Project and Baytown Area Load Addition, will be presented in December 2024. 
  • Further analysis of the 765 kV transmission plan and the economic review of future infrastructure projects will continue into 2025, ensuring that the grid can handle future energy demands while minimizing the risk of new congestion.
