ERCOT’s August RIWG was all about making commissioning smarter, telemetry cleaner, and documentation enforceable. Here’s the full breakdown of key topics and milestones discussed.
Key Updates
RIOO and the new Good Cause Exception
On the RIOO front, ERCOT added a new “Good Cause Exception” file type for INR change requests, announced forthcoming hydrogen CCGT support, and simplified POIB data entry to cut keystrokes and errors.
Intermittent Renewable Resources
For operations, Intermittent Renewable Resources must now provide a dedicated Gross Real-Time Power Potential telemetry point to improve site-level situational awareness and curtailment logic.
DoWP Requirement
Seasonal readiness tightened as well: Resources commissioning in summer or winter must file a Declaration of Weather Preparedness (DoWP) before the commissioning date, including any weatherization requests and notarized attestations via the Weatherization & Inspection portal (with step-by-step access through digital certificate → ERCOT Portal → Submissions & Requests).
IRR Telemetry & PMU Standards
Grid visibility gets a lift with a standardized, UTC-stamped PMU Data Template for transmission-connected resources, while integration discipline increases through on-time Quarterly Stability Assessments, completed model validations, and comment periods before synchronization. ERCOT also reiterated timing and paperwork: register 60 days in advance and submit all attestations on schedule. Net effect: higher data quality, clearer compliance paths, and fewer commissioning surprises.
