In its latest reliability update, ERCOT’s Reliability Monitor (ERM) released findings from a comprehensive review of Planning Guide Section 5.5 compliance—an assessment triggered by an Incident Review initiated on March 13, 2023, and detailed in Market Notice M-A031323-01.

This review centers around Planning Guide Revision Request (PGRR085), which introduces new compliance obligations for Resource Entities and Market Participants related to model validation, hardware benchmarking, and scheduled parameter reporting.

PGRR085: Benchmarking PSCAD Models Against Physical Testing

Under PGRR085, ERCOT now requires Market Participants to benchmark their Power System Computer Aided Design (PSCAD) models against real-world, physical hardware tests. The goal is to ensure that model behavior matches actual equipment performance, especially in studies involving weak grid conditions or sub-synchronous resonance (SSR).

ERCOT uses two primary modeling tools:

  • PSS/E for general planning and steady-state studies
  • PSCAD for detailed dynamic modeling in sensitive grid conditions

New Reporting Requirements and Verification Timelines

PGRR085 also outlines specific timelines and documentation requirements for compliance:

  • Two years post-commissioning: Follow-up verification is required
  • Every 10 years thereafter: Ongoing periodic verification ensures continued model fidelity

ERCOT’s Compliance Findings: Submission Deficiencies and Enforcement Risks

As of the latest ERCOT audit:

  • 280 out of 394 Resource sites have submitted required verification reports
  • Some submissions were incomplete or contained errors and were returned for correction
  • A notable number of Resource Entities have not yet addressed these deficiencies

ERCOT has indicated that continued non-compliance will lead to referrals to the Public Utility Commission of Texas Enforcement Division, reinforcing the urgency of meeting the updated planning and verification standards.
