SPP Stakeholder April 2026 Updates: Interconnection, Modeling Standards & Grid Reliability Changes

The April 2026 SPP stakeholder meeting introduced significant updates across generator interconnection, modelling standards, and regional planning. Developments focused on technical rigor, system stability, and tighter procedural gating mechanisms to ensure grid reliability during regional expansion. 

(1.) High-Impact Updates 

• Terminology:Transition to “Generating Facility Model Package”, expanding scope beyond EMT documentation.
• Governance:New Modelling Requirements Manual and Model Study Agreement.
• Scope: Updates to Attachments V and AY and Section 11.3.
• Impact: Formalizes modelling deliverables and refines validation workflows for increased standardization. 

 SIR852 – Series Compensation & SSO Risk 

• Framework: Addresses gaps in responsibility for sub synchronous oscillation (SSO) management. 
• Requirements: Mandatory screening within 5 buses of POI; 3–6 month monitoring period. 
• Lifecycle: Trigger-based reassessment and 3–5 year review cycles.
• Impact: Strengthens stability risk identification and oversight at early stages. 

 IEEE 2800 & PRC-029 Standards 

• SIR851: Phase II adoption of IEEE 2800-2022 into Attachment AY. To replicate IEEE 2800 Phase II  requirements from Attachment V into Attachment AY to ensure consistency across both tariff sections. 
• PRC-029 Ride-Through: Transition to PRC-029-2 effective Oct 1, 2026. 
• Compliance: Refines performance expectations for inverter-based resources (IBRs).
• Impact: Standardizes performance and modelling compliance for renewable integration. 

Decision Point & MRIS Methodology 

• Gating: Eight mandatory items for Decision Point; no cure period for deficiencies. 
• MRIS: Adverse impact results in “Material Modification” classification. 
• Triggers: ≥10% impedance change or significant model parameter shifts.
• Impact: Reinforces readiness requirements and limits flexibility for late-stage changes.

• JTIQ: Coordinated MISO–SPP process with Screening, Participation, and Commitment stages. 
• GRID FS: Transfers remain limited to the next queue window only; broader rollover proposals rejected.
• Impact: Establishes firm interregional boundaries and maintains strict queue discipline. 

CPP / RTO Expansion (SIR845) 

• Regionalized GRID-C deposits for East and West regions. 
• Revised cost allocation and deliverability areas aligned with FERC expansion timelines.
