Arizona Public Service Generator Interconnection Application Submission Guide
(1.) Generator Interconnection Data Package Checklist
The following technical documentation must accompany the interconnection application. Failure to provide consistent data across these formats is a primary cause of application deficiencies.
- Interconnection Request Form:
- For requests < 20 MW: Small Generator Interconnection Request.
- For requests > 20 MW: Appendix 1 to LGIP Interconnection Request.
- Note: Data must be replicated exactly in the PowerClerk Application and in writing within Appendix 1 of the Business Practice.
- Inverter Based Resource (IBR) Data Sheet: Required for all IBR projects. Data must be replicated exactly in PowerClerk and in writing within Appendix 2.
- Single Line Diagram (SLD): A detailed diagram showing the project from generator terminals to the Point of Interconnection (POI).
- Site Layout: A drawing showing the physical arrangement of the facility.
- Manufacturer Supporting Documentation:
- Detailed equipment specification sheets.
- Ambient temperature and elevation de-rating curves.
- P-Q Diagrams: For energy storage projects, the diagram must explicitly show all four quadrants.
- Modeling Files: WECC-approved power flow (.epc) and dynamic models (.dyd) in GE PSLF format providing a detailed equivalent representation of the project.
- Performance Demonstration: Documentation verifying model performance in dynamic simulations (pre-disturbance “flat run” and post-disturbance “bump test”).
- Electromagnetic Transient (EMT) Models:
- Mandated for all Interconnection Requests and are required prior to the start of the facilities studies
- For projects in the Transitional Cluster Study, EMT models are required on an as-needed basis upon APS notification.
(2.) Application Fees and Administrative Information
Interconnection Request processing, fee structures, and submission deadlines are governed by the APS Open Access Transmission Tariff (OATT) and the Large Generator Interconnection Process Deadlines Business Practice. At present, APS requires a $100,000 study deposit with an additional $5,000 non-refundable application fee. Finally, an additional $200,000 is due with an application to prove commercial readiness.
Interconnection Customers must obtain the most current:
- Fee Schedules and valid forms of payment.
- Technical Contact Information.
- Voltage Schedules.
All submitted data will be audited for completeness and technical consistency before the Interconnection Request is cleared for study.
